Florin Stoian, also known by aliases including Slaco Razmias and Slavco Rostas, has been extradited from Germany to New York to face an 11-count indictment for manslaughter, arson, and additional charges. If convicted on all counts, Stoian could face more than 25 years in prison.

The investigation leading to Stoian’s identification and extradition involved the NYPD’s Collision Investigations Squad, Vehicular Homicide Unit, and the District Attorney’s Extraditions Unit. Coordination with the Justice Department’s Office of International Affairs and German law enforcement was key in managing the international extradition, with the U.S. Marshals Service assisting in escorting Stoian from Germany to New York, according to the Queens District Attorney’s Office.

The indictment describes an incident in which Stoian, driving a rented BMW X6 at high speed, allegedly crossed into oncoming traffic while attempting to overtake, striking Be Tran. Tran, 74, was pronounced dead at the scene from severe head and body trauma. Later that night, the vehicle Stoian had been driving was set on fire, spreading to nearby cars and homes.

The prosecution is being led by Assistant District Attorneys Brian Cox and Matthew Hauszpigel, under the supervision of Jonathan Selkowe, Unit Chief of the Vehicular Homicide Unit, and John Kosinski, Bureau Chief of the Homicide Bureau. Executive Assistant District Attorney for Major Crimes Shawn Clark is also supporting the case.
