Atlanta police say a Midtown human-trafficking ring did not skip a beat, even after its alleged shot-caller landed behind bars. Instead, investigators allege, the operation kept churning, fueled by online recruitment and commercial sex near one of the city’s busiest entertainment hubs.

At the center of the latest arrest is 29-year-old Alexis Mechell Houston, who authorities say went by “Lex.” Houston was booked Monday on one count of trafficking a person for sexual servitude, according to Fulton County jail records and reporting by WSB-TV. An arrest affidavit cited by the station alleges she knowingly assisted prostitution, took in money from commercial sex acts and provided a location for the business.

Investigators say Houston’s role was not minor. Police described her as a facilitator who allegedly recruited and managed victims while another suspect, already locked up, continued to control the broader network.

Alleged Jailhouse Boss Tied To Atlantic Station Scene

Detectives say the operation traces back to 2022 and was allegedly led by Jamel D. Ellis, who records show has been incarcerated since December 2024. Even so, investigators allege Ellis kept directing the enterprise from inside Fulton County Jail, with the commercial sex activity tied to an address near Atlantic Station, according to Atlanta News First.

Police say the case has unfolded over several years, with warrants and arrests ramping up this winter. Detectives have described the probe as active and ongoing, with more suspects and victims potentially still unidentified.

School Employee Swept Up In Same Probe

Houston is not the first person pulled into the investigation. Nearly a month earlier, officers arrested DeKalb County school employee Aziz Balamani in connection with the same alleged trafficking scheme. Balamani, identified as working at Chestnut Elementary, was taken into custody on campus.

Parents were told the alleged crimes happened off school grounds and did not involve students, according to WSB-TV. An arrest warrant cited by the station describes Balamani as communicating with and overseeing victims for prostitution and sexual servitude.

What Georgia Law Says About Trafficking

Under Georgia law, “trafficking a person for sexual servitude” is defined in O.C.G.A. § 16-5-46 as knowingly recruiting, harboring or obtaining another person for sexual servitude through coercion, deception or force. Convictions can bring lengthy prison terms and other penalties, and victims may be eligible for state services and compensation. The statute and its legal summaries lay out what prosecutors must prove in such cases, per Georgia Code.

Atlanta police say they are working with county and state partners to track down and support victims tied to the alleged ring, while city officials point to heightened patrols in busy nightlife corridors as part of a broader anti-trafficking push. As of Monday, it was unclear whether Houston had retained an attorney, and anyone with information is urged to contact investigators, according to Atlanta News First.
