An early February blaze at a north Phoenix strip center has led to a felony arson charge, after investigators say a mix of surveillance video, automated license-plate readers, GPS logs and a trained accelerant-detection dog helped them zero in on a suspect. Several small businesses in the plaza are still closed as owners wrangle with insurance and repairs.

Newly released court documents describe security footage showing a white Toyota Prius pulling into the plaza at about 4:10 a.m., with a person taking items from the trunk just before a sudden flash of fire near a storefront. Detectives ran the vehicle through regional license-plate readers and, working with the rental company that owned the Prius, obtained GPS logs that placed the car at the strip center at the time of the fire. The renter was later identified and arrested. Court filings also state the suspect was booked on a $100,000 bond and that officers noted a prior drug-smuggling conviction, as reported by KOLD News.

America Ortiz, who owns Pawdazzle, a dog-grooming business in the affected plaza, said smoke and odor ruined inventory and grooming tools and forced her to shut down for weeks. "I'm bummed out, I'm sad. I'm sad because I'm a single mom and I have to support my kids, and that's all I have," Ortiz told ABC15 Arizona. She said she plans to offer free grooming to the accelerant-detection K-9 and has been raising funds, including $15 nail-trim pop-ups at Roadrunner Park, to help cover her costs, according to that report.

How investigators tracked the rental car

Investigators say the license-plate reader network flagged the Prius as part of a rental fleet used by rideshare drivers, and the rental company then provided GPS data that matched the vehicle’s brief stop at the strip mall. According to court papers, the car was later found abandoned nearby and then returned to the rental agency before the renter was arrested while driving a different rental. Those steps are detailed in the court filings obtained by local reporters and summarized by KOLD News.

Legal status

The person arrested has been charged with felony arson, has pleaded not guilty and is scheduled to go to trial in July, ABC15 Arizona reports. Prosecutors have not publicly released a possible motive, and investigators say the case remains active as they prepare evidence for the county attorney's office.

What comes next for businesses

Business owners in the plaza are continuing repairs, filing insurance claims and leaning on community fundraisers and temporary pop-ups to make up for lost revenue while the criminal case moves forward. Investigators say they will present their full case file to prosecutors as the matter proceeds toward the scheduled hearing and eventual trial.
