Two brothers are behind bars after a 17-year-old girl told authorities she was snatched off an Oakland sidewalk and repeatedly sexually assaulted, according to court records. Investigators say the attack unfolded in December and ended when the suspects allegedly left the teen in San Francisco, a case that has thrown fresh spotlight on trafficking along Oakland’s International Boulevard corridor.

Prosecutors filed a 13-count felony complaint on Feb. 27 charging 26-year-old Marcos Chavez-Baltazar and 31-year-old Carlos Baltazar, according to The Mercury News. The charges include kidnapping to commit a sex crime, rape in concert and multiple other sex-abuse counts. Court documents list both men as in custody with no bail, and they are scheduled to return to the Alameda County court on March 20.

Oakland police say the case comes as the department is ramping up enforcement along International Boulevard. The agency recently ran targeted operations with its VICE and Commercial Exploitation Unit, working alongside federal partners to disrupt human trafficking. In a recent city statement, officials highlighted several early February arrests and urged anyone with information to call the department’s human-trafficking line at (510) 238-2373, saying the operations are part of a broader push to hold both traffickers and buyers accountable.

How Investigators Say the Attack Unfolded

Court filings reviewed by reporters say the teen was approached around 9 PM on Dec. 12, 2025, while she was walking along a stretch of International Boulevard. She was allegedly forced into the back of a Lexus, then driven around the East Bay as one of the men held her at gunpoint, according to court records. The complaint states she was sexually assaulted at least six times, and that one suspect told her she would have to earn money through prostitution while threatening to shoot her if she tried to get away. After the assaults, the men allegedly left her in San Francisco.

Court Records and DNA Match

A sexual-assault forensic exam produced a DNA profile that investigators say matched Carlos Baltazar to an open Hayward rape investigation from 2013, according to The Mercury News. Court documents also highlight prior convictions tied to the brothers. Prosecutors say Chavez-Baltazar was convicted in 2016 of assault with a firearm, while Carlos Baltazar has previous convictions for carjacking, robbery and custodial possession of a weapon. Both remain in jail, and prosecutors say the case will continue in Alameda County later this month.
