Pompano Beach’s long-talked-about New Downtown is finally moving from glossy renderings to hard hats and steel. RocaPoint Partners’ affiliate RP Pompano, LLC has kicked off a formal search for the construction team that will build the city’s new downtown City Hall and its attached parking deck, inviting general contractors to compete for the marquee municipal campus.
The request for proposals, labeled RFP 01-2026, dropped on March 11 and tells interested firms to submit bids electronically to [email protected] by 5:00 p.m. Eastern on April 10. The RFP pins the project site at 125 Dixie Highway and lays out a full scope of work, from site development to structural and interior build-out, along with the companion parking structure. According to the RFP documents from the City of Pompano Beach, the bid packet bundles HOK-prepared drawings, geotechnical reports, local-business program forms and a March 25 cutoff for written questions.
What the project is meant to do
The new City Hall and parking deck are pitched as the civic anchor of the New Downtown master plan, a centerpiece meant to cluster government services, public programming and steady daytime foot traffic in one walkable hub. The broader redevelopment, as outlined on the Downtown Pompano Beach website, is projected to fuel roughly $2 billion in transformation, generate thousands of jobs and add new public open space at full build-out.
This municipal campus is framed as Phase 1 of a multi-year push to pair upgraded city facilities with new housing, retail and streetscape improvements, setting the tone for what city leaders hope becomes a fully realized downtown instead of just a dot on the map.
How it reached this point
The RFP follows a Master Development Agreement hammered out by the City and its Community Redevelopment Agency with RP Pompano, the RocaPoint affiliate steering the overhaul. That agreement laid down the legal and financial scaffolding for the downtown reset, with city materials and meeting notices detailing the budget, land transfers and financing options behind the deal, according to a City of Pompano Beach press release.
For residents who have been tracking every twist and turn, local coverage has charted the developer selection and public meetings, including reporting on how the city nears transformative vote on the downtown redevelopment (Hoodline).
Next steps for bidders
Contractors eyeing the job will need more than a shiny portfolio. The RFP requires firms to demonstrate bonding capacity, financial stability and the proper Florida construction licenses in order to make the cut. It spells out evaluation criteria, mandatory forms and detailed insurance and bonding rules so bidders know exactly what they are signing up for.
RP Pompano will accept only electronic submissions to the specified RFP email address. The schedule lists the proposal deadline of April 10, while the timeline for evaluation and recommendation is marked to be determined, giving the selection committee some breathing room once the bids land.
The full bid package, including project manuals and HOK’s bid drawings, is posted with the RFP materials from the City of Pompano Beach.
Local contracting and community impact
RP Pompano and city officials say they have built in measures to steer work toward local businesses and deliver community workforce benefits. The RFP package includes local-business program forms and outreach guidance meant to help smaller firms get a foot in the door instead of just watching from the sidelines.
Contractors looking to register their interest or download the bidding materials can access the RFP and a participation portal through the Downtown Pompano Beach website.
