According to Community Impact, the project owner confirmed construction is expected to begin this summer, although an official opening date has not been set and permits were still shown as pending at the time of its report.
Why developers are betting on FM 1314
The proposed center is the latest entry in a broader push to add retail and apartments along FM 1314, a stretch that has been drawing fresh leasing and permit activity. The developer behind a nearby 342-unit complex lists "Territory at Porter" at Grand Parkway and FM 1314 on its site, according to Dhanani Private Equity Group. Local reporting has also followed permit filings for quick-service chains along the road, including plans for a second Popeyes on FM 1314, per Hoodline.
Incentives and the economics
Public incentives have helped lure projects to the area. The East Montgomery County Improvement District approved sales-tax rebate agreements intended to attract retail developments near the Grand Parkway and FM 1314. EMCID officials told Community Impact that the rebates can be used to lower rents, help build out space or otherwise make projects more competitive for tenants.

With permits still pending and leasing in progress, the construction timeline and tenant mix could shift as site work ramps up this summer. The project owner has not released an official site, and a precise opening date will depend on permit approvals and finalized lease agreements.
