A fresh fight over how Chicago honors its own is revving up in Springfield, where a proposal would rename a long stretch of the Dan Ryan Expressway on the South Side for the late Rev. Jesse L. Jackson. Filed this week by a Chicago state representative, the measure targets a corridor that cuts through neighborhoods where Jackson built his national profile, and it is already prompting debate among community leaders and activists about how best to memorialize a civil-rights figure rooted in the city.
House Bill 5726 was filed on March 9 by state Rep. Kam Buckner and is titled the “Reverend Jesse L. Jackson Memorial Highway Act,” according to TrackBill. The filing kicks off the formal legislative process and asks Illinois lawmakers to give Jackson an official highway designation, framed by supporters as a homegrown salute to a national figure who spent much of his life organizing in Chicago.
What the bill would do
The proposal would designate “part of the Dan Ryan Expressway that begins at 47th Street and extends south to 95th Street” as the Reverend Jesse L. Jackson Memorial Highway and would allow the Illinois Department of Transportation to install plaques along that stretch, according to the bill language summarized by the Journal-Courier. The measure would also let the department raise money for memorials and signage to cover the cost of markers. The designation would be honorary only and would not affect the Dan Ryan’s interstate status or change any exit numbers.
Other tributes around the country
Chicago is not the only place moving to put Jackson’s name on the map. In Baton Rouge, a Louisiana House bill would redesignate U.S. 190 between River Road and I-110 as the “Jesse Jackson Memorial Highway,” according to the bill text from the Louisiana Legislature. In Greenville, South Carolina, officials signed off on naming a portion of Haynie Street, the block where Jackson was born, in his honor, as reported by the AP.
Where it goes from here
HB5726 has been filed with the House clerk and now waits for a committee assignment and hearings before it can advance to a floor vote, according to the bill’s tracking entry on TrackBill. A separate Senate measure, introduced in February, would make Oct. 8 “Jesse Jackson’s Birthday” a state holiday and is currently listed as pending in the Senate Assignments Committee, per ILGA.
Why it matters to Chicago
Jackson’s decades of organizing, his presidential campaigns and the institutions he built on the South Side make the Dan Ryan, a major artery that cuts through communities where he worked, a symbolically loaded choice. Recent memorial services in Chicago and a steady stream of statements from elected officials have intensified calls for concrete tributes, and thousands of mourners filled the House of Hope in Pullman to pay their respects, according to WBEZ.
Whether Springfield lawmakers ultimately approve the Dan Ryan designation or the proposed state holiday will hinge on committee votes and any resistance that surfaces along the way. Sponsors say the measures are intended to create lasting reminders of Jackson’s impact, while city residents and organizations will get chances to weigh in as both bills move through the legislative gauntlet.
