
Tesla has quietly planted part of its Robotaxi operation in downtown Oakland, turning a set of parking garages tied to a new mixed-use tower into staging, charging and maintenance hubs for its app-based rides. The move is already reshaping the block around the 19th Street BART Station, where a luxury high-rise with an automated garage is now marketing on-site access to Teslas. For commuters and residents, that could translate into more fleet vehicles cycling through the neighborhood at all hours.
As reported by the San Francisco Business Times, Tesla has secured two parking garages in the East Bay to serve as hubs for its Robotaxi ride-hailing service, including space connected to Behring Cos.' 1900 Broadway tower. The arrangement gives Tesla fixed locations to stage and charge vehicles close to major transit and downtown amenities.
Behring's 39-story 1900 Broadway began leasing in 2024 and advertises a private Tesla fleet plus a fully automated valet garage that parks and rotates cars through charging bays, according to the building's marketing site. The developer's STAK app sits at the center of that setup, letting residents summon vehicles and manage reservations, and the site details how cars are charged and shuffled via the automated system on site.
Those parking assets grew when Behring bought neighboring properties, including the 1950 Franklin office building and the 1901 Franklin parking garage, creating additional space the developer says it will fold into a downtown "urban campus," per CoStar. That stitched-together footprint helps explain why Tesla targeted the area for a hub: proximity to transit, dense housing and on-site charging all in one tight cluster.
How the Hub Will Work
Tesla's Robotaxi program in the Bay Area started as an employee-focused, FSD-supervised test in 2025 and has been expanding its app and service area while often keeping a human safety driver in the car, TechCrunch reported. In day-to-day terms, a garage that can charge, clean and stage vehicles cuts downtime between trips and keeps cars out of the fight for curb space, which is exactly what the automated bays at 1900 Broadway are built to do. Pairing Tesla's dispatch software with an automated valet system could allow vehicles to roll up to pickup points quickly without camping out on neighborhood streets.
