A Burnsville man is facing serious felony charges in Stearns County after a criminal complaint alleges he sexually assaulted a 14-year-old girl and a vulnerable adult woman during a May 2025 dog-sitting visit in St. Cloud. The defendant, identified in court records as 21-year-old Hamza Abdi Mahad (who was 20 at the time of the alleged incident), has been charged with one count of first-degree criminal sexual conduct and one count of fifth-degree criminal sexual conduct. He is scheduled to appear in Stearns County District Court on May 7, 2026.
What the complaint says
According to court documents cited by WJON, the situation began when the teen reportedly took the vulnerable woman's phone and started communicating with Mahad on Snapchat. The complaint states that Mahad then came to the apartment, picked up both the girl and the woman, and drove off with them in his car.
Investigators say the complaint describes Mahad driving until he found an empty parking lot, where the 14-year-old allegedly performed a sex act on him. The complaint further alleges that Mahad then forced the vulnerable adult woman to perform a sex act as well. Police later stopped the vehicle twice on the drive back, and investigators report that body-camera footage showed the two alleged victims inside the car.
Charges and what they mean under Minnesota law
The allegations outlined in the complaint form the basis for one count of first-degree criminal sexual conduct and one count of fifth-degree criminal sexual conduct under Minnesota law. The elements of first-degree criminal sexual conduct are detailed in Minnesota Statutes section 609.342, which addresses sexual penetration under certain aggravating circumstances. Fifth-degree criminal sexual conduct is defined in section 609.3451, which covers nonconsensual sexual penetration or contact.
The charges are based on allegations in a criminal complaint. Mahad is presumed innocent unless and until he is proven guilty in a court of law.
