Town planning documents lay out a free-standing, 6,400-square-foot Flanigan’s at 20971 Old Cutler Road, outfitted with electric-vehicle charging stations, bike racks, dedicated golf-cart parking and outdoor seating oriented toward Old Cutler Road. The site plan also anticipates shared overflow parking with the neighboring Publix, with renderings and engineering details already filed with the town, according to the Town of Cutler Bay.
Council sign-off and timeline
The council vote, held in mid-April, approved the site plan and gave the project the green light to head into permitting. Flanigan’s representatives told local outlets they are aiming to break ground in late 2026. Company president Jimmy Flanigan attended the meeting in person and called the approval “a big moment for us,” as reported by Miami New Times.

Flanigan’s Enterprises, Inc. currently operates 32 company-owned or managed locations and franchises another five.
