Texas law enforcement is putting cash on the table to track down an East Texas sex offender they say has slipped off the radar.
The Texas Department of Public Safety has named Jacarlos Leroy Lee Mark this month’s Texas 10 Most Wanted sex offender and is offering a $4,000 reward for information that leads to his arrest. Mark is wanted on warrants tied to failure to comply with sex-offender registration requirements and a failure-to-appear connected to a possession-of-a-controlled-substance charge.
Authorities describe Mark as about 40 years old, roughly 6 feet 2 inches tall and 240 pounds, and say the search is focused in East Texas.
According to Texas DPS, Mark is this month’s Featured Fugitive, and the reward for information leading to his arrest is $4,000, with a possible increase if tips are received in April. The post also lists his physical description and notes that he is wanted in East Texas.

How to report tips
DPS and Texas Crime Stoppers say tipsters can remain anonymous and may be eligible for a reward by calling 1-800-252-TIPS, submitting a web tip through the DPS site, or sending a Facebook tip. Texas DPS notes that tips must follow those channels to qualify for cash rewards. In other words, skip the neighborhood group chat and go straight to the official lines.
Authorities also stress that members of the public should not attempt to approach or detain Mark; fugitives on the Texas 10 Most Wanted lists are considered dangerous.
Why DPS highlights one fugitive each month
The "Featured Fugitive" designation is intended to boost public attention and tip flow by increasing the reward for a single listed offender each month. Hoodline has tracked past DPS featured-fugitive notices and their role in generating leads and, in some cases, arrests.
Legal note
Legal authorities will handle any arrest and prosecution; the DPS notice lists the outstanding warrants as the reason the agency is seeking public help. Per the DPS news release, the program has funded rewards and paid out funds for tips that led to arrests in recent years. Texas DPS.
