A former Northwest Independent School District art teacher has been indicted by a federal grand jury on child pornography charges, officials said. Kyle Lee Roy Francis, 24, resigned from the district earlier this year after federal authorities opened an investigation and is now charged in the Eastern District of Texas.
According to a press release from the U.S. Attorney's Office for the Eastern District of Texas, Francis is named in a two-count indictment that charges him with receipt and possession of child pornography. If convicted, he could face up to 20 years in federal prison. The office also said Francis voluntarily resigned from his position with Northwest ISD.
Court filings say investigators found alleged material on Francis’ iPhone. The indictment cites at least three videos, including two that allegedly show the sexual abuse of prepubescent children, according to CBS Texas. Prosecutors have not publicly said how the investigation first began.
District Says No Students Implicated
Northwest ISD sent a letter to families saying Homeland Security officials told the district that “no charges or allegations relate to any Northwest ISD student.” The district also reported the investigation to the Texas Education Agency and the Department of Family and Protective Services, according to NBC DFW. The district said Francis taught art at Lance Thompson Elementary from Aug. 5, 2024, through Jan. 14, and that a forensic review of his district-issued computer found no inappropriate content.

The case was investigated by Homeland Security Investigations’ Dallas Child Exploitation Group and will be prosecuted by Assistant U.S. Attorney Calli Bailey, according to the U.S. Attorney's Office for the Eastern District of Texas. Officials said the prosecution falls under Project Safe Childhood, a Department of Justice initiative that coordinates federal, state and local efforts to combat online child sexual exploitation.
