
Monday night in the Middle Keys, a waterfront homeowner near Mile Marker 55 watched a stranger glide up on a jet ski, claim to be a lost tourist, then melt into the mangroves. By the end of the night, deputies say that same man was in cuffs after a brief chase on land.
According to the Tampa Free Press, 34-year-old Homestead resident Jose Roberto Munoz Garcia was arrested after the suspicious arrival at the private property. The Monroe County Sheriff's Office told the outlet the man claimed he had been on a tour, got lost on the water and abandoned the personal watercraft before walking off.
Neighbors did not exactly buy the tourist tale. Deputies were called after residents watched the man beach the craft, and a short time later patrols spotted someone matching the description walking along U.S. 1 on Grassy Key. When deputies tried to make contact, the man bolted into thick mangroves, but he was caught not long after. Investigators later determined the jet ski had been stolen from a nearby rental operation, according to AOL.
How Deputies Tracked Him Down
Deputies say the resident who first confronted the rider confirmed Munoz Garcia was the same person who had pulled up and tied off at the private dock. That witness then relayed the description to deputies on patrol, who soon spotted a man matching it on U.S. 1, which set off the quick mangrove foot chase, the republished account shows.
Detectives are also working to connect Munoz Garcia to several recent local theft reports, including two other personal watercraft, a side-by-side vehicle and an attempted trailer theft, the sheriff's office told the Tampa Free Press. If that link holds up, this would not be his first alleged spin in someone else's ride.
Why Watercraft Are Targeted
Personal watercraft tend to be catnip for thieves: they are pricey, easy to move and often left floating or parked with little more than a cable lock for protection. The National Insurance Crime Bureau reports thousands of watercraft thefts across the country each year and lists Florida among the states with the most incidents, according to NICB.
Owners and rental operators say a single theft can ripple outward, since stolen units may be stripped for parts or resold, and a busy spring or summer season can give cover to repeat offenders working the docks.

Munoz Garcia faces charges that include grand theft of a vessel, resisting arrest and providing a false name to law enforcement. Court records and detectives indicate additional counts are likely as the investigation moves forward, per reporting. He is currently being held at the Monroe County jail while deputies continue to sort through the recent theft cases, as reported by AOL.
