Cat lovers in Fredericksburg just scored a win. City leaders have officially signed off on a feline-friendly coffee shop where customers can sip lattes, then step into a separate lounge to meet adoptable cats.
The Frisky Kitty Cat Cafe is planned for 1209 E. Main Street as a one-story, roughly 1,600-square-foot coffee shop with an accessory cat lounge. Owner April Laird says she and her 11-year-old daughter will run the place together as business partners.
According to MySA, Fredericksburg's Planning and Zoning Commission unanimously approved a conditional use permit on April 1, and City Council granted final approval on Tuesday. Laird told council members she drew inspiration from cat cafes she visited in St. Augustine and Knoxville and described the project as "a community-centered solution toward animal welfare, mental health, tourism and local economic growth," the outlet reported.
In a written narrative filed with the city on the CivicClerk portal, Laird explained there will be no cooking onsite. Instead, baked goods, cookies and pastries will be purchased wholesale from local bakeries. The application also calls for a cat-themed gift shop. City meeting materials show the cat lounge will be enclosed in glass and kept separate from the coffee shop area to meet local health requirements.
How the lounge will work
The plan calls for a one-story, approximately 1,600-square-foot shop with an accessory cat lounge where cats can roam freely inside a glass-enclosed room that patrons can enter to play or adopt, as reported by MySA. Laird told officials the cats will come from local Hill Country rescues and that participating shelters will provide veterinary care for any animals housed at the cafe.
Health rules and safety
Live animals are generally not allowed in food-service areas under the FDA Food Code, except in limited cases. Cat cafes typically navigate that rule by physically separating the animal lounge from food preparation and service. The glassed-in lounge described in city documents is a standard setup that helps operators comply with public-health requirements and reduce cross-contact between animals and foodservice spaces.
Adoptions and partnerships
Laird said she plans to partner with local rescues, including the Hill Country Society for the Prevention of Cruelty to Animals, which lists adoption services and operates an adoption center in Fredericksburg. The cafe model, which connects casual visits and potential pet adoptions with fundraising for shelters, mirrors other cat cafes that help socialize animals and increase their chances of finding permanent homes.
What's next
With land-use approvals in hand, the project now moves into the permitting and buildout phase. City filings and the applicant's narrative do not list a public opening date. Laird and city staff will still need to complete any required building, health and occupancy permits before Frisky Kitty Cat Cafe can start welcoming customers, according to materials on the city's CivicClerk portal.
