
El-Ad National Properties just got the early go-ahead to stretch its plans for a bayfront condo tower on Harbor Island, bumping the height to 26 stories while keeping the same 94-unit tally. The tweak, approved on March 31, lets the Boca Raton-based developer add four floors so it can enlarge units and carve out more amenity space at 7913-7915 West Drive.
Planning board signs off
The North Bay Village Planning & Zoning Board voted on March 31 to approve a site-plan modification, with the updated proposal now heading to the village commission for a final say, according to The Real Deal. The planning board’s preliminary nod keeps the 94-unit cap but unlocks extra height for larger floorplates and expanded amenities.
Filing shows technical changes
A public notice for the March 31 hearing describes the revised project as a 26-story tower topping out at 298 feet 8 inches. It also details El-Ad’s request to allow compact parking for up to 8 percent of total spaces and to replace one required large-truck loading bay with a smaller delivery or passenger loading space, per a North Bay Village public notice. The notice and agenda materials were published in county legal ads ahead of the hearing.
What El-Ad is proposing
El-Ad, part of the Elad Group and based in Boca Raton, is pitching a luxury high-rise with a six-story podium that would hold about 201 parking spaces and an elevated amenity deck, with units averaging roughly 2,600 to 2,700 square feet, as reported by The Real Deal. The program sticks with 20 one-bedroom, 29 two-bedroom, 35 three-bedroom and 10 four-bedroom residences, while reshuffling circulation and shared spaces. Architect Robert Perez told officials the new version is "significantly more elegant and significantly a better fit for the village," and Planning & Zoning Chair Ryan Shaw suggested that future residents are unlikely to generate typical commuter-level traffic, according to comments made at the hearing.
How the site changed hands
El-Ad acquired the roughly one-acre Harbor Island site from S2 Development for about $20 million in May 2025, after S2 had already secured approvals for a 22-story, 94-unit building, according to Commercial Observer. That deal handed El-Ad a waterfront parcel already entitled for multifamily use, leaving the proposed height bump as the main piece for local officials to reevaluate.
What comes next
The village commission is expected to take up the site-plan amendment at an upcoming meeting. If commissioners sign off, El-Ad can move into permitting and detailed design.
