Prosecutors on Tuesday charged two men in a September 14, 2025, Lake Street shooting that left a 30-year-old man dead and a juvenile in the hospital. A criminal complaint reviewed by KSTP states that surveillance video shows Harris walking up to the driver, identified in court papers as 30-year-old Jamal Brandan Smith. Smith was shot in the leg, collapsed in the street, and later died after suffering a wound to his femoral artery.

CBS Minnesota reports that the juvenile victim told police one of the suspects ordered him to "give up everything" before shooting him in the knee. The complaint says the same suspect then pistol-whipped the boy and shot him again in the abdomen. Investigators say they used cellphone location data to place both suspects at the scene and allege the confrontation grew out of a beef over competing drug-selling territory.

Charging Documents Paint A Turf-Flare Attack

The complaint alleges Davenport and Harris were dealing narcotics in the immediate area and that the victims may have been selling in the same territory, according to KSTP. Video described in the filing reportedly shows Davenport struggling with the juvenile victim and striking him with a firearm. Detectives say Davenport's DNA turned up on cartridge casings recovered near where the boy was shot. Records reviewed by KSTP show Harris was already in custody at the Hennepin County Jail on a separate drug charge, while Davenport is not currently in custody and a warrant has been issued for his arrest.

Prosecutors have charged the pair with aiding and abetting second-degree murder and aiding and abetting second-degree attempted murder, counts that reference Minn. Stat. § 609.19. Under Minnesota law, second-degree murder can carry a statutory maximum sentence of up to 40 years in prison. Aiding-and-abetting liability is governed by Minn. Stat. § 609.05, which allows accomplice liability for anyone who intentionally helps another person commit a crime. Those legal standards, along with evidence about who pulled the trigger and who acted as an accomplice, are expected to be central if the case goes to trial.

The Lake Street corridor has seen a series of shootings this year, including a March incident that wounded four teenagers, adding to community concern over violence in the area.
