Per the Hennepin County Sheriff's Office, the department operates a Hospital Safety Enforcement Unit that provides security and routine patrols at area hospitals, including the HCMC campus. The sheriff's office notes that this unit and other specialized teams are built to plug into multi-agency responses when serious or large-scale incidents pop up. That setup helps explain why sheriff's deputies were working alongside city and state officers at the downtown hospital early Wednesday.

Meanwhile, CBS Minnesota reports that officers packed the 7500 block of Oliver Avenue South in Richfield, where a WCCO photographer counted roughly 20 police vehicles. The same report lists Richfield and Edina police among the departments on site and notes that the Minnesota Bureau of Criminal Apprehension was also called in. As of the initial reports, officials had not said whether what was happening in Richfield had anything to do with the activity at HCMC.
