A convicted child sex offender is now living on Highland Drive in the Town of Port Washington, and the Ozaukee County Sheriffs Office is making sure neighbors know exactly who he is and where he is.
On Tuesday the department posted a sex offender bulletin stating that 59-year-old Kevin C. Conry will be living at 3794 Highland Drive in the Town of Port Washington and is under 24-hour electronic monitoring. The notice says Conry is a lifetime registrant who was convicted in 2011 on charges that included second-degree sexual assault of a child and use of a computer to facilitate a child sex crime.
The bulletin, prepared by Detective K. Frame, lists Conry’s age, physical description and his Highland Drive address, and notes that the public alert is “intended to inform the public to enhance public safety, awareness and protection.” As posted on the Ozaukee County Sheriffs Office, the department also lays out how his electronic monitoring works and what kind of reporting is expected while he is under supervision.
Who Is Kevin C. Conry?
Conry pleaded guilty in 2011 to two counts of second-degree sexual assault of a child and one count of using a computer to facilitate a child sex crime. The circuit court sentenced him to 15 years of initial confinement followed by 30 years of extended supervision. The Wisconsin Court of Appeals upheld that judgment and the denial of postconviction relief in 2013, according to the Wisconsin Court of Appeals.
Why He Is Registered For Life And Monitored
State law requires lifetime registration in many cases involving multiple qualifying convictions, and the Wisconsin Department of Corrections maintains a public sex offender registry that outlines how reporting and monitoring work. The registry notes that information is updated regularly and that some registrants must report more often or be subject to electronic monitoring.
According to Justia, penalties for failing to comply with Wisconsin’s sex offender registration requirements can include felony charges.
What Neighbors Should Know
The sheriff’s bulletin lists Conry’s physical description as about 56" tall, 188 pounds, with brown hair and brown eyes, and notes a panther tattoo on his upper left arm. Authorities stress that the notice is meant for community awareness, not harassment or vigilantism.
The bulletin also states that Conry will be subject to 24-hour global positioning satellite tracking and electronic monitoring as a condition of his supervision. As shared by the Ozaukee County Sheriffs Office, residents who see suspicious activity are urged to contact law enforcement rather than confront Conry themselves.
For immediate threats, authorities say to call 911. For non-emergencies, residents can contact the Ozaukee County Sheriffs Office at (262) 284-7172 or visit the department’s website for resources and links to the statewide registry at the Ozaukee County Sheriffs Office.
