A registered sex offender from Tonopah was arrested Wednesday after Yavapai County detectives say he sent sexually explicit messages and images to a young girl. The suspect, 44-year-old Andy Racer, was booked on multiple felony charges, including aggravated luring of a minor, attempted sexual conduct with a minor, and 10 counts of sexual exploitation of a minor.
Investigators allege the disturbing exchanges unfolded over several weeks and say they recovered child sexual-abuse images from Racer’s electronic devices during the investigation, according to KTAR. Yavapai County deputies arrested Racer and turned the case over to prosecutors while detectives continue to work the file.
Public offender records show Racer has prior convictions for indecent exposure, attempted sexual exploitation of a minor, and related public-sex offenses, which is why authorities had him on their radar when the new allegations surfaced, according to an online offender database. Those records list earlier charges under Arizona statutes for indecent exposure and sexual exploitation and note that he is a registered sex offender.
What the charges mean
The allegations against Racer fall into some of the more serious categories in Arizona’s criminal code. Luring a minor for sexual exploitation is classified as a class 3 felony under state law, per the Arizona Legislature. Sexual exploitation of a minor, which covers possession or distribution of child sexual-abuse images, is a class 2 felony and can be punished more harshly when the victims are very young, according to the Arizona Legislature. Prosecutors have the option to seek consecutive sentences on multiple counts, and any conviction would bring additional registration and supervision requirements for the defendant.
Yavapai County authorities have previously coordinated multi-agency efforts targeting child-exploitation crimes and maintain public guidance on how to report suspicious activity. The sheriff’s office urges anyone with information related to these kinds of cases to contact investigators. The agency’s website lists its main line, 928-771-3260, for tips and general inquiries, according to the Yavapai County Sheriff’s Office.
Racer remains held in the Yavapai County jail as detectives continue their investigation and prosecutors review potential charges. KTAR first reported the arrest, citing information from the sheriff’s office.
