Authorities say Lowry was taken into custody at the sheriff’s operation center in Troutdale. In a news release, the Multnomah County Sheriff’s Office said detectives arrested Lowry at the Troutdale Sheriff’s Operation Center at 234 Southwest Kendall Court on April 15, 2026. According to the release, Lowry lives across the street from Troutdale Elementary, although the minor identified in this case does not attend that school. Because of the seriousness of the allegations and his proximity to children, detectives authorized release of his booking photo in an effort to generate leads.
