State construction filings back up some of those names: the Texas Department of Licensing and Regulation lists registered projects for Ross and Burlington at the Shops at Mercedes (Ross and Burlington). The developer’s leasing schematic also carves out about 7.2 acres of freeway-front pads, where at least three additional tenants have reportedly shown interest.

Developer, Local Leaders And The Pitch

Merit, which local materials say is led by McAllen native Will Collins, has pitched the Shops at Mercedes as a way to keep local shoppers and their cash closer to home. On the city’s Economic Development Corporation page, Mayor Oscar Montoya called the project “a transformational moment for Mercedes” and the agency notes that the center is expected to strengthen the city’s tax base. Officials say the plaza is designed to complement the outlet mall across the way and help keep retail spending in town instead of bleeding out to neighboring cities.

Local Economy And Cross-Border Shoppers

Mercedes has fewer than 17,000 residents, but it sits in the thick of a busy Mid-Valley retail corridor, and the outlet mall already pulls in shoppers from both sides of the U.S.–Mexico border. The Rio Grande Valley Premium Outlets site lists roughly 140 stores and describes the center as a major regional draw. Hidalgo County documents estimate that the Shops at Mercedes will generate more than $38.5 million in property and sales tax revenue over a decade, money that city leaders say will help cover services and infrastructure as the Mid-Valley keeps growing.

Timeline And What Comes Next

Permitting and shell construction are in progress, and leasing materials show available end caps and inline spaces with timelines stretching into 2026 and 2027, hinting at a phased sequence of openings. The developer and the city have not announced firm grand-opening dates for the anchor tenants yet, and officials say they will roll out lease and opening news as deals are finalized. For now, the sight of walls up and parking lots paved is enough to confirm that the Mid-Valley retail boom is still very much underway.
