Hurst drivers are in for a long construction season. On Tuesday, the City Council approved a roughly $7 million contract to rebuild West Pipeline Road and, in a separate move, ratified emergency erosion work at Rickel Park.

The Phase 4 project will redo the stretch of Pipeline Road between Harrison Lane and Brown Trail, install new utilities and street lighting, and require demolition and reconstruction of an existing bridge. City staff said the low bid landed just under $7 million and that the work could last close to two years. Council also authorized emergency spending to stabilize a failing drainage channel inside Rickel Park.

Council signs off on the $7M award

According to the City of Hurst meeting packet, six bids were opened on May 6, and the low bid from SYB Construction Co., Inc. totaled $6,984,790. Staff recommended a total award amount of $7,000,000, which includes contingency funds and a 600-day construction schedule. The packet notes that staff reviewed the bidders' experience and recommends authorizing the city manager to execute the contract.

What the project covers

The Phase 4 scope, as described in the city's solicitation, includes full pavement reconstruction, new concrete medians, water and sanitary sewer mains, storm drainage improvements, street lighting, and the demolition and rebuilding of a bridge between Harrison Lane and Brown Trail. Bridge work will drive the schedule

In a statement to the Fort Worth Report, Public Works reviewer Robert Sauceda said "the majority of the time is needed for work on the bridge," and cautioned that crews will have to coordinate closely with traffic, nearby businesses, and an existing gas line. That level of complexity is one of the reasons staff backed a 600-day timetable and included contingency money in the award recommendation.

Rickel Park erosion repairs

Council also ratified the city manager's emergency authorization to hire Humphrey & Morton Construction to mobilize and repair eroding embankments along the Sulphur Branch channel at Rickel Park, with work not to exceed $455,000, the city packet shows. The staff report notes that Hurst crews usually handle smaller channel repairs in-house, but this location required outside equipment and expertise. Officials said some of the design work was done internally to help control costs.

Timeline and what residents should expect

Officials said the road work will be phased so businesses can stay accessible and that the city will post maps and construction updates as the project moves forward. SYB Construction, based in Venus, Texas, will lead the build, and staff materials note that the contractor has experience with utility and paving jobs across the Dallas-Fort Worth area.
