A Monticello man has admitted to a years-long pattern of sexually abusing a girl in the Rockland County village of Wesley Hills, conduct prosecutors say began when she was just 6 years old.

Joel Deutsch, 34, pleaded guilty on May 21 in Rockland County Court to a set of top sex-crime charges: predatory sexual assault of a child, first-degree course of sexual conduct against a child and second-degree rape. Prosecutors say the abuse stretched from 2017 through 2024 while the victim was between the ages of 6 and 14. Deutsch has been held since his arrest and now faces state prison time at sentencing.

The plea, entered May 21 according to Daily Voice, came after prosecutors accused Deutsch of repeatedly subjecting the girl to physical touching, vaginal intercourse and oral sexual contact. Daily Voice also reported that Senior Assistant District Attorney Kaitlin DeLuca prosecuted the case for Rockland County.

According to the New York State Police, Deutsch was arrested on July 15, 2025, following an investigation by the Sullivan County Child Abuse Unit. The NYSP release states that investigators uncovered alleged sexual conduct with a child in Rockland County and that Deutsch had provided alcohol and electronic cigarettes to minors.

Charges and indictment

The Rockland County District Attorney’s Office had previously secured an indictment charging Deutsch with predatory sexual assault in the first degree, course of sexual conduct in the first degree and rape in the second degree, according to a grand jury release from the office. Those counts were among a slate of indictments announced by prosecutors in September 2025.

Judge's comments and what's next

Prosecutors had pushed for the maximum term, up to 25 years to life. However, Daily Voice reports that Rockland County Judge Kevin Russo said in court he intends to impose a sentence of 10 years to life on the predatory sexual assault count.

Sentencing is scheduled for Aug. 26, 2026. In a statement, District Attorney Thomas Walsh said his office "strongly objected the sentence imposed yesterday as it did not reflect the gravity of the defendant’s actions," according to Daily Voice. Deutsch will be required to register as a sex offender after his release.
