North Problem‑Oriented Policing officers in Sacramento say a routine check on a suspicious vehicle in the 700 block of Plaza Avenue turned into a brief foot chase and two arrests on April 2. According to the department, officers recovered an illegally possessed, loaded firearm and evidence they say pointed to drug sales, including roughly 100 unprescribed oxycodone pills. The Sacramento Police Department publicly outlined the incident in a social media post on May 5.
Police account and evidence seized
In a post on X, the department said NPOP officers spotted a vehicle with two people inside in the 700 block of Plaza Avenue. When officers moved in to contact the occupants, one man bolted on foot and was caught after a short pursuit, while the second man stayed put and was detained at the car.
Officers reported finding a loaded firearm on the apprehended suspect and a second illegally possessed, loaded firearm inside the vehicle. They also said they recovered about 100 unprescribed oxycodone pills along with other items they described as consistent with drug sales. The men were identified as 22‑year‑old Rishod Brown and 19‑year‑old Andrevious Ramsey, who were booked into the Sacramento County Main Jail on multiple weapons and drug charges, according to the Sacramento Police Department.
How NPOP operates
North Problem‑Oriented Policing is a specialized Sacramento police team assigned to tackle chronic neighborhood issues through proactive patrols and targeted enforcement. The unit’s work often plays out in traffic stops and focused operations on the city’s north side, where officers look for patterns tied to guns, drugs, and other repeat problems.
Local coverage has previously highlighted NPOP operations that led to notable weapons and narcotics seizures across north Sacramento. As reported by CBS Sacramento, similar efforts have produced large drug and firearm busts during past stops.
Legal notes
The department said one of the suspects was on searchable probation, a status that can allow officers to conduct warrantless searches within the limits of the probation terms. California appellate courts have generally treated probation search conditions as a form of advance consent to certain searches, while also stressing that such searches cannot be arbitrary or carried out to harass.
After their arrests, Brown and Ramsey were transported to the Sacramento County Main Jail, according to the inmate information portal maintained by the Sacramento County Sheriff's Office.
Why this matters
Seizures of pills and guns like this one land squarely in the middle of California’s wider push to crack down on illicit opioids and illegal firearms. State officials say agencies have logged record fentanyl seizures in recent years as they lean into supply‑side enforcement.
In Sacramento, police and local media have chronicled a string of recent busts in which patrol units and problem‑oriented teams intercepted drugs and weapons on the street.
