The city's ARPA website explains that HomeSTL is set up as a forgivable, 0% interest loan - a $40,000 base award with up to $10,000 more for homes bought in HUD-designated Qualified Census Tracts. The same ARPA materials say the funds can be used toward a down payment, closing costs or to permanently buy down a buyer's interest rate. The program is financed with American Rescue Plan Act dollars that flow through the Community Development Administration.

Program guidance from the St. Louis Development Corporation states that HomeSTL is targeted to first-time buyers purchasing within city boundaries who fall under income limits of about 80% of area median income, complete HUD-approved homebuyer education and line up a mortgage from an SLDC-approved lender.
