Baltimore police have released new surveillance footage and are asking the public to help identify several people seen on video in connection with an Oct. 20, 2025 shooting on the 1000 block of Cameron Road. The attack left 35-year-old Stephen Phillips dead and a 31-year-old woman wounded, according to authorities. Detectives say the footage appears to show individuals approaching the victims' vehicle, then taking off from the area right after the gunfire.
Officers were called to the scene shortly after 10:30 p.m. on Oct. 20, where medics found a man and a woman who had been shot. Both were taken to a nearby hospital. The man later died and the woman survived with nonfatal injuries, according to Fox45. The outlet reports that Baltimore Police Homicide detectives released the video this week and say the people captured on camera are linked to the deadly attack. As of now, no arrests have been announced.
Family members identified the man killed as Stephen Phillips, 35, and told WBAL that the 31-year-old woman who was shot is his sister, who was pregnant at the time. Patricia Phillips told the station that her children were ambushed after the sister parked and called the loss devastating. The family said the sister gave birth prematurely the next day, and that the baby appeared to be unharmed.

Investigators are hoping someone recognizes the people in the video. Detectives say even small tips, including anonymous ones, have broken open other cases, and they hope the newly released footage will shake loose fresh leads. Police have not released any suspect names or a possible motive.

Neighbors told CBS Baltimore they heard several shots ring out and said it looked like the victims had been in the process of moving out of a home on the block. The station cited dispatch information describing a person in a black hoodie and blue jeans running toward Tunbridge Road right after the shooting. The case was one of a string of violent incidents that WMAR reported across Baltimore in October 2025, a month when the city saw its homicide count climb.
Baltimore detectives say they will continue to review any tips and additional video as the investigation continues, and they are urging anyone who knows something to call the tip lines.
