Court records and reporting by the Chicago Tribune show Lowrey has been charged with two counts of predatory criminal sexual assault of a child, one count of manufacturing child pornography and 11 counts of possession of child sexual abuse material. The Lake County State’s Attorney’s Office has indicated it plans to seek a petition to keep Lowrey in custody while he awaits trial.

Detectives say the cellphone was originally seized during a 2023 investigation but was not forensically examined at that time because they lacked sufficient probable cause. The device was kept as potential evidence, then reexamined after new information surfaced. During the more recent forensic review, investigators say they located the files and were able to trace some of the material to online platforms. A forensic interview conducted at the Lake County Children’s Advocacy Center produced an allegation that Lowrey sexually abused a child in 2020 while babysitting, according to the Daily Herald. Authorities say the identified child victim, along with another child who had been within Lowrey’s access, has been removed from his reach.

Separate Case Underscores Digital Threats

Earlier this spring, Antioch authorities were already dealing with a different kind of digital exploitation case, involving allegations that AI tools were used to create sexually explicit videos. The AI child porn bust is separate from the latest arrest, but it has investigators and advocates warning that technology is giving abusers new ways to produce and share exploitation.

Officials emphasize that the charges against Lowrey are allegations and he is presumed innocent until proven guilty in court. Lake County Sheriff John Idleburg said in a statement to the Chicago Tribune, "Protecting children from those who exploit and abuse them remains one of our highest priorities." Investigators say the probe is ongoing and are asking anyone with information to contact the Lake County Sheriff’s Office.

The Lake County State’s Attorney’s Office will determine the timing for formal filings and any detention hearing, and the sheriff's office says it will continue working with child advocacy organizations as the case moves forward.
