
Governor Kathy Hochul is rolling out a new $10 million capital grant program dubbed NY PLATES, aimed at shoring up the bricks-and-mortar side of New York's emergency food system. The money will help food banks and emergency food providers upgrade facilities and buy essentials like refrigeration units and transport vehicles, with the goal of expanding pantry capacity across the state's 10 regional food bank territories and cutting down on spoilage from perishable donations. The push arrives as charities and state officials warn that federal nutrition cuts and surging demand are stretching emergency food networks across New York.
What NY PLATES Will Cover
NY PLATES, short for New York Providing Local Access to Essential Sustenance, is strictly a capital program. It will fund bricks-and-mortar projects such as facility improvements, infrastructure upgrades and equipment purchases including cold storage, freezers and refrigerated transport. The $10 million program is part of the FY 2026-27 enacted budget and will be administered by the Dormitory Authority of the State of New York in partnership with the New York State Department of Health. In announcing the initiative, Hochul said the state is making a direct investment in the infrastructure of hunger relief, according to the Governor's Office.
Hunger Groups React
Hunger-relief organizations welcomed the move but were quick to note that one-time capital dollars will not close deeper gaps for families living on the edge. City Harvest, Food Bank For New York City and United Way of New York City issued a joint statement thanking state leaders for the budget investments while warning that "significant challenges remain" for households and pantries across New York.
Application Timeline and Requirements
The NY PLATES application window opens July 8 and closes August 20, with award announcements expected no earlier than October 20. An open application question period began June 11; responses to pre-submitted questions are scheduled to be posted by July 2, and a webinar walking through the Request for Applications is set to be posted on the Dormitory Authority's site on June 19, according to the Governor's Office.
How Far Will $10 Million Go?
Spread across 10 regional food bank territories, the funding works out to roughly $1 million per region. That is enough to buy key equipment and make targeted upgrades, but it is not the kind of money that can support major construction projects in every corner of the state. Smaller, volunteer-run pantries may also find it tough to tap into the pot. Applicants must already have approved prequalification status in the Statewide Financial System and navigate a competitive RFA process, a hurdle that could put some grassroots operations at a disadvantage, Food Bank For New York City said.
How To Apply
Eligible not-for-profit organizations must be prequalified in the Statewide Financial System (SFS) before submitting an application and remain prequalified through contract execution. Organizations are encouraged to watch the Dormitory Authority webinar and submit written questions during the open question period to strengthen their applications.
NY PLATES offers a short-term jolt of capital for the emergency food network, paying for coolers, freezers and trucks that can quickly improve how food moves from donors to kitchen tables. Charity leaders, though, are framing it as a starting point rather than a finish line, arguing that sustained funding and technical support will be needed next. Groups and municipal food programs that plan to apply are being urged to line up SFS prequalification and project budgets now, so they are ready to move when the application portal opens on July 8.
