Federal agents have arrested a longtime assistant fire chief in northeastern Ohio after investigators say they uncovered dozens of child sex images tied to his online accounts.
Donald Paul Morrow, 58, who has served for years with the Washington Township Volunteer Fire Department and taught in regional fire-training programs, was taken into custody Monday on federal charges. He made an initial appearance in federal court in Youngstown, where a judge ordered him held without bond while the case moves forward. According to court records, investigators executed search warrants at both Morrow’s home and his workplace.
Investigation and Evidence
Federal authorities say the case started with a cloud storage account that contained child sexual abuse material. Investigators traced that account to an email address and phone number registered to Morrow. A search of the account allegedly turned up dozens of files depicting child sexual abuse.
Agents then served search warrants at Morrow’s home and at his job in Washington Township, Stark County. According to the affidavit, they found an external hard drive in a briefcase in his bedroom that also contained illicit files.
Morrow was arrested on federal counts of receipt, distribution, and possession of child pornography. He later waived his right to a preliminary hearing, and the court bound the case over to a federal grand jury, as reported by WFMJ.
Instructor and Training Role
Beyond his role in Washington Township, Morrow has been involved in fire-training programs around the region. College records list “Don Morrow” as a part-time assistant instructor in emergency services, a position that placed him in front of recruits and students.
Those faculty listings are maintained by the school. According to Stark State College, Morrow appears on a faculty roster for the emergency services program.

In Washington Township, Morrow served as assistant fire chief with the volunteer department, a role he reportedly held since 1997. The federal affidavit notes that roughly two months before his arrest, he had been named the department’s firefighter of the year.
Morrow appeared before U.S. Magistrate Judge Carmen Henderson in Youngstown, where an assistant federal public defender was appointed to represent him. Judge Henderson ordered Morrow detained while the case proceeds. Prosecutors say he is being held without bond at the Mahoning County Jail, as reported by WFMJ.
