Philadelphia police are investigating after a 19-year-old man was shot and killed late Saturday night on a Frankford block that already has a grim reputation. Officers were called shortly before 11:30 p.m. to the 1700 block of Brill Street, where medics found the victim suffering from multiple gunshot wounds. He was pronounced dead at the scene.
