Ten years after Charles Edward Carroll Jr. was shot in Annapolis, the FBI is still asking who pulled the trigger — and offering a $20,000 reason for someone to finally talk.
According to Fox Baltimore, Carroll was 25 and from Baltimore when Annapolis police responded to reports of gunfire and a vehicle crash on July 28, 2016. Investigators found him shot inside a vehicle that had crashed into a residential building in the 900 block of Royal Street, and he was later pronounced dead at Anne Arundel Medical Center.
The FBI’s case page identifies Carroll as a murder victim and says the agency is working with Annapolis police to identify the person or people responsible. The agency is offering a reward of up to $20,000 for information that helps investigators solve the killing.
A Rainy Crime Scene Left Few Forensic Leads
Carroll’s family has spent years waiting for answers. In 2021, his mother, Beverly Reed, told WBAL-TV 11, “I’m not going to give up,” while Anne Arundel County State’s Attorney Anne Colt Leitess said heavy rain had limited the amount of forensic evidence investigators could recover.
That earlier push included FBI technology and a smaller reward, but the case remains publicly listed as a search for information a decade after Carroll’s death. The FBI says tips can be submitted to its Baltimore field office at 410-265-8080, Annapolis police at 410-268-9000, or through the agency’s anonymous online tip system.
