A man who went into Philadelphia's underground system was rescued Wednesday after becoming trapped beneath a manhole cover on the 8500 block of Bustleton Avenue, where crews worked for more than 30 minutes to free him. Responders eventually lifted the cover and pulled him to safety, and officials said it was not immediately clear why he had gone underground.
Rescue Unfolds Under Bustleton Avenue
According to NBC10 Philadelphia, the 7th Police District Advisory Council reported that the man had entered the underground system a couple of blocks away before becoming disoriented. NBC10 Philadelphia notes that Philadelphia firefighters were the first to respond but were unable to remove the manhole cover. Crews from the Philadelphia Water Department later opened it so rescuers could pull the man out, in a process that took more than 30 minutes.

Manholes and sewers are considered confined spaces that can carry serious risks without proper testing and safeguards, the Occupational Safety and Health Administration notes. OSHA guidance says sewer systems and similar underground vaults often meet the agency's definition of permit-required confined spaces and call for atmospheric testing and specific controls before anyone goes inside.
