Cleveland Clinic and a development partner are lining up a 600,000-square-foot Unified Operations Center at the Forward Innovation Center site in Walton Hills, a massive back-of-house operation that would consolidate non-clinical work, mix in both new and relocated jobs, and hinges on a hefty tax abatement now in front of Walton Hills council.
According to NEOtrans, a group using the name DROF WH#3 LLC filed a request on June 8 for a 75-percent, 15-year Community Reinvestment Area (CRA) exemption to cover roughly $142 million worth of improvements. The application pegs the project at about 526 total jobs, with roughly 381 positions moving in from other facilities and up to 145 new hires, and estimates about 26 months of construction, aiming for a late-2028 completion.
The complex would rise on Forward Innovation Center East at 7845 Northfield Road, part of a 111-acre overhaul of the former Ford stamping plant led by Weston Inc., the DiGeronimo Companies and Scannell Properties. The developers have been pitching the campus as shovel-ready industrial land, with pad-ready sites and heavy-power utilities, and the property still shows up in EPA site records under the old Ford stamping-plant listing at the same Northfield Road address.
What the center would house
The CRA paperwork describes the new building as a centralized nerve center for sterile equipment processing, pharmacy services, distribution, and storage and repair of equipment, with two tenant partners identified only as a third-party logistics provider and a sterile-equipment vendor. Where the jobs would come from
The public filing also breaks down where roughly 381 relocated jobs are expected to originate. It points to the Clinic’s Administrative Campus in Beachwood (114 jobs, about $10.24 million in payroll), the Business Operations Center in Independence (66 jobs, about $5.6 million), the Main Campus near University Circle (57 jobs, about $6.4 million) and Fairview Hospital (20 jobs, roughly $1 million), among other sites. Tax break and council review
Walton Hills is no stranger to CRA tax abatements at the Northfield Road property, and the village routinely posts proposed CRA deals and related ordinances in its council packets, including the required notice steps for school districts and neighboring cities. In those public records, earlier ordinances tied to 7845 Northfield Road spell out a familiar structure: a 15-year, 75-percent exemption similar to what is now on the table.
Why developers picked this lot
Developers highlight the site’s quick access to the I-271/I-480 interchange and the fact that major distribution players such as Cardinal Health and Great Day Improvements already operate out of other Forward Innovation Center buildings. Marketing materials for Forward Innovation Center and Weston’s project pages lean hard on pad-ready lots, heavy utilities and logistics-friendly infrastructure as key selling points for large-scale medical-support and distribution operations.
