Cuyahoga County is putting $4.37 million behind three housing initiatives aimed at adding affordable homes, helping prospective buyers and building a new housing fund. The money will move through contracts with organizations that can turn the county’s plans into housing projects and buyer assistance.
As reported by Cleveland.com, the county’s Department of Housing and Community Development released three requests for qualifications Wednesday. Anthony Scott, the department’s director, said the funding is intended to expand the housing supply, create more opportunities for older adults and underserved residents, and strengthen access to stable, affordable housing.
County Seeks Developers And Program Administrators
The largest portion, $1.57 million, is designated for affordable housing development projects across the county. Selected developers would be able to construct, rehabilitate or preserve affordable housing, with the solicitation focused on neighborhood stabilization, long-term affordability and broader access to housing opportunities, according to the Cuyahoga County government.
Another $2 million would support a pilot housing fund administrator. The county is seeking an organization to coordinate and implement the Cuyahoga County Housing Trust Fund Pilot Program, including helping it grow into a longer-term financing tool for housing projects.
The remaining $800,000 is tied to a down payment assistance program. The selected partner would help income-eligible homebuyers determine whether they qualify, coordinate with lenders and navigate federal compliance requirements rather than simply hand out checks.
Applications Have August Deadlines
Organizations interested in the affordable housing development solicitation must submit applications by 11 a.m. on August 19. Applications for the housing fund pilot administrator are due by 11 a.m. on August 21, and the county has scheduled a pre-qualification conference for that opportunity on August 5.

The deadlines are aimed at organizations and developers, so residents seeking immediate help should not mistake this announcement for a new individual application window.
Funding Arrives Amid Persistent Housing Pressure
The investment follows a countywide housing study released in 2025 that identified affordability, aging infrastructure, a shortage of habitable homes and rental housing challenges as major local issues. The study also recommended expanding repair programs and creating financing tools for affordable single-family homes in inner-ring suburbs, according to the county.
The pressure is also showing up across the broader region. In a 2026 survey by the Federal Reserve Bank of Cleveland, service providers identified housing costs and the shortage of affordable housing among the top concerns affecting low- and moderate-income households in the Fourth District.
