A quick-thinking shopper at the Winter Garden Walmart says she caught a man secretly filming under her skirt in the middle of a shopping aisle, and Orange County deputies later arrested a 38-year-old Davenport man on a video voyeurism charge.
According to an arrest affidavit obtained by WKMG ClickOrlando, the man allegedly bumped the woman’s leg with an empty shopping basket to inch closer, then used that basket to conceal a phone. The document describes a “phone facing upwards in the basket going under her skirt.” The shopper confronted the man, grabbed him and held him until deputies arrived. The woman told deputies the suspect stopped the recording and deleted the video after she confronted him, according to WKMG ClickOrlando.
Deputies identified the suspect as 38-year-old Owen Canzius and booked him on a single count of video voyeurism. A review of public records by News 6 found a man with the same name listed as a pastor at Powerhouse Fellowship Ministry in Davenport, and the home address in the affidavit matches the principal address tied to Powerhouse Fellowship LLC in state filings. Public business records list an “Owen Thompson-Canzius” at that Davenport address, and state corporate filings show the listing through BizProfile.
Florida Video Voyeurism Law And Recent Local Cases
Florida treats nonconsensual recordings made for sexual arousal or degradation as a felony under Section 810.145 of the Florida Statutes, which lays out when someone has a “reasonable expectation of privacy” and the penalties for violating it. The full statute is available via the Florida Senate.
Similar allegations have surfaced around Orlando in recent months, including a case involving a field trip chaperone accused of recording up a woman’s skirt at Walt Disney World’s Magic Kingdom, covered by WFTV, and a separate incident at a Walmart near Oviedo that involved recordings of minors, reported by WESH.
In the Winter Garden case, the affidavit states that investigators are still reviewing the evidence. Officials urge shoppers who see suspicious behavior to quickly alert store security and law enforcement so any potential recordings can be preserved and additional victims identified.
