Forty-nine people are now facing charges after a months-long, multi-agency investigation that authorities say dismantled fentanyl, methamphetamine and cocaine distribution networks across Volusia, Flagler, St. Johns, Marion and Orange counties. The probe, called Operation Icebreaker II, ran from fall 2025 through June 2026, officials said.
Florida Attorney General James Uthmeier announced the arrests and credited statewide prosecutors and local detectives for sticking with the case over many months. According to News4JAX, Uthmeier said, “This joint investigation dismantled a criminal organization that pumped deadly fentanyl and other dangerous drugs into Florida communities,” and pledged that prosecutions will continue.
How Investigators Built The Case
Authorities say the operation relied on coordinated surveillance and a series of targeted search warrants, with teams moving in on or about June 30 to hit locations tied to the suspected network. Local coverage of the Volusia-area sting notes that police put properties under long-term watch, including a Holly Hill address linked to alleged daytime drug sales, then arrested dozens during nearly simultaneous sweeps.
According to FOX 35 Orlando, the Daytona Beach Police Department and Volusia County Sheriff’s Office ran overlapping efforts called Operation Icebreaker II and Operation Holy Rollers, targeting interconnected trafficking activity in the region.
Leaders Charged And Potential Penalties
Officials identified several alleged mid- and upper-level players who now face first-degree trafficking and conspiracy counts, including Vetrick Maurice Shavers Jr., Richard Gene Hocker III and Antonio Bejon Lee. Per News4JAX, the most serious fentanyl charges carry mandatory minimum sentences ranging from seven to 25 years in prison. Prosecutors said additional defendants are looking at related trafficking, firearm and conspiracy counts.
What Officers Seized And What Comes Next
Searches carried out at the end of June turned up narcotics, cash, digital scales with residue, cutting agents and multiple cellphones, evidence that officials say will help support broad trafficking and conspiracy cases.
Volusia County Sheriff Mike Chitwood and Daytona Beach police praised the takedown as a win for public safety and pointed to the indictments and court appearances that are now on deck. Community officials, meanwhile, used the bust to again warn residents about the lethal risks tied to fentanyl as investigators catalog and test the seized material.
According to FOX 35 Orlando, some suspects are currently being held without bond, while others remain at large on outstanding warrants.
Statewide prosecutors and the Seventh Judicial Circuit are expected to handle the criminal cases as they are formally presented, officials said. The attorney general's office has signaled it will keep targeting opioid distribution networks across Florida.
