
Sip & Forage, a new food-cart pod taking over the shuttered Wells Fargo site in downtown Portland, is flipping the usual opening playbook. Instead of waiting for the surrounding building to be finished, the pod plans to welcome customers to its outdoor carts first. Set at 1900 SW 5th Ave, just a block from Portland State University and the downtown office core, the project is expected to bring fresh lunchtime and evening options to nearby workers and students this summer while construction continues around them.
According to the Portland Business Journal, permitting for the development stretched to roughly six to nine months, and organizers said that delay pushed them toward a phased rollout. The report notes that carts will start serving while crews keep working on the building above and around the shared seating areas.
Permits and licensing
A City of Portland liquor-license public notice shows an application for Sip & Forage at 1900 SW 5th Ave was accepted on June 26, 2026, with a proposed license for full on-premises service. The notice outlines outdoor operating hours, recorded music, and roughly 100 outdoor seats, indicating the pod is expected to feature a staffed bar area alongside the carts, according to the City of Portland.
Vendor lineup and what to expect
On its website, Sip & Forage advertises about 24 carts slated for the site and teases shared seating and a Pacific Northwest foraged aesthetic. A recent vendor listing recruiting carts for an August launch describes covered seating, fire pits, restrooms, and an Airstream bar as part of the setup, suggesting organizers are building out amenities alongside the phased opening, per a post on Craigslist.
That mix of carts, a curated bar, and communal seating tracks with a broader Portland shift toward more hospitality-focused pods. Similar projects pair established operators or breweries with cart clusters to create year-round destinations, a trend highlighted by Travel Portland.
The City of Portland notice also states that public comments on the liquor application are due by July 26, and organizers will need final approvals before a staffed bar can officially open. Until then, the phased plan is expected to let carts start serving while utility hookups, interior work, and remaining permits and inspections are wrapped up.
