Video contradicts agent's account
Cellphone video shows the agent walking up the driveway of a home belonging to the parents of Cody Sparks and then striking Sparks. According to the San Antonio Police Department’s incident report, the footage indicates the agent was the first person to make physical contact. Both men can be heard shouting for someone off camera to call 911, and the recording also captures structural damage to the home’s garage door, according to KSAT.
Neighbors say the feud had been brewing
Sparks told KSAT that his relationship with the neighbor, identified in reports as off-duty ICE agent Tim Harrison, started going south about 18 months earlier. He said Harrison would sometimes stop his vehicle in the street in what Sparks described as attempts to intimidate him. “He walked onto my property, eyes locked, ready to rumble, which I did not expect,” Sparks said. The station’s reporting also notes that San Antonio police have been called multiple times to disputes involving three neighboring homes since early 2025.
Police and ICE reviewing the case
San Antonio police say the matter remains under investigation and that no criminal charges have been filed so far. An Animal Care Services report obtained by KSAT states that one of the family’s dogs bit the agent, causing puncture wounds and triggering a 10-day quarantine for the animal. Sparks said he was later contacted by ICE’s oversight office about the incident.
ICE has declined to comment on ongoing investigations. The agency’s Office of Professional Responsibility is the internal unit that handles misconduct complaints and related inquiries, according to ICE.
