Tension over a growing encampment tucked under the Franklin D. Roosevelt Drive has now become a full-on neighborhood flashpoint, as Councilmember Virginia Maloney and other local officials on Wednesday called for immediate action from Mayor Zohran Mamdani and the NYPD. The site, located near East 23rd Street, has Maloney on edge after several recent incidents there, including an attack on a security guard and breaches reported at a nearby United Nations school.
Officials Demand Immediate Response
Speaking on the morning show “Mornings on 1,” Maloney said local leaders have repeatedly pressed City Hall to clear the encampment and increase police presence along the corridor, according to Spectrum News NY1. The segment reported that Maloney is working with other neighborhood officials in urging Mayor Mamdani and the NYPD to move quickly with a targeted response at the site.

The camp is tucked beneath the FDR Drive at East 23rd Street, right next to Stuyvesant Town and a short walk from the United Nations International School campus at 24-50 FDR Drive, according to the United Nations International School. That stretch falls inside City Council District 4, which Maloney represents, per the New York City Council.
City Policy And The Bigger Debate
City policy on encampments has been shifting. In February, Mayor Zohran Mamdani announced that the city would resume clearing certain sites under an outreach-first model, a move reported by NBC New York. Advocacy groups pushed back in a joint statement, with the Coalition for the Homeless and The Legal Aid Society urging the city to focus on more outreach and additional shelter options instead of repeated cleanups.
Maloney and neighborhood leaders say they plan to keep the heat on City Hall for a plan that both protects nearby students and workers and connects people living at the site with services. For now, the encampment remains under the FDR Drive, and the fight over how to handle it continues between local officials, advocates and the mayor’s office.
