EncoreAI is putting $30 million behind a Manhattan expansion after relocating its headquarters from Israel, giving New York another AI startup with plans to turn fresh venture capital into local jobs. The company says it expects to employ 40 people in New York City by the end of the year.

As reported by the New York Business Journal, EncoreAI builds AI agents designed to analyze and replicate the behaviors and strategies of top-performing employees. The company serves regulated industries, where businesses are typically more cautious about handing important workflows over to software that cannot explain what it is doing.

That gives EncoreAI a distinctly enterprise-minded pitch: study how the best people work, then turn those patterns into repeatable digital assistance. The Manhattan move also puts the startup closer to the financial, legal, health care and corporate customers that make New York one of the country’s most concentrated markets for regulated business.

New York Is Courting Applied AI Companies

The relocation arrives as city officials are actively trying to make New York a global center for applied artificial intelligence. In a 2025 announcement, the Mayor’s Office and NYCEDC highlighted programs intended to attract AI companies, connect startups with talent and support tools aimed at real-world industries.

That effort is already taking shape through the NYC AI Nexus, a city-backed initiative expected to support as many as 165 AI startups and facilitate up to 96 industry pilots through 2029, according to the New York City Economic Development Corporation. The city has also pointed to more than 2,000 AI startups and over 40,000 workers with AI skills in the New York metro area.

The Money Is Following New York’s AI Talent

EncoreAI’s funding announcement lands during a strong stretch for the city’s early-stage technology market. Tech:NYC reported that more than 240 New York City startups raised at least $1.13 billion in seed funding during the first half of 2026, with AI and enterprise software attracting roughly $500 million.

There is a catch to the AI boom, however: New York is trying to create high-paying technology jobs while also preparing for disruption in the much larger office economy. A May report from the city comptroller warned that artificial intelligence could reshape local jobs, wages and tax revenue, underscoring the difference between attracting AI companies and ensuring their benefits reach workers across the city.

For now, EncoreAI’s plan is relatively modest on head count but substantial in ambition: raise $30 million, move its headquarters across continents and build a 40-person New York team before 2027. The company’s next test will be proving that AI agents can reproduce professional judgment without creating the compliance headaches that have kept many regulated industries on the sidelines.
