
After years sitting vacant and hosting an encampment, the former San Juan Motel site on Stockton Boulevard reopened this morning as San Juan One, a 113 home, permanently affordable community where families have already begun moving in. The all electric development includes on-site resident services, a large community room, a pool, a playground and EV charging stations. Mutual Housing California developed the project to serve households earning roughly 30% to 60% of area median income and is holding a ribbon cutting and public tours today.
Ribbon-cutting, tours and who showed up
The schedule for opening day was tightly scripted, with guest arrivals at 9:30 a.m., a formal program at 10:10 a.m., a ribbon cutting at 10:52 a.m. and community tours at 11 a.m., according to KCRA. The outlet reports that local leaders expected on site included Sacramento County Supervisor Patrick Kennedy, Sacramento Mayor Pro Tem Eric Guerra, Mutual Housing CEO Craig Adelman and California Energy Commissioner Andrew McAllister. Organizers also lined up artist activations and set aside time for media interviews before the formal program.
Units, income targets and on-site services
Phase I consists of 113 permanently affordable apartments - 39 one bedroom, 40 two bedroom and 34 three bedroom units - along with a community room, laundry and family oriented amenities, according to a Housing Authority resolution filed with the City of Sacramento. The project targets households earning between 30% and 60% of area median income and includes resident services designed to support employment and stabilization. Art, the sign and green features
Organizers say the site now features 18 colorful murals by artist Karen Chen and a restored neon San Juan Motel sign, touches meant to connect the new housing to the corridor’s past, according to KCRA. That same coverage describes San Juan One as an all electric community, a design choice supporters say can help limit long term utility costs while aligning with Sacramento’s clean energy goals. Sunseri Construction, the general contractor, posted on its LinkedIn page that San Juan One is complete and ready for residents and thanked design and construction partners for their work on the project.
Funding and the site's turnaround
The redevelopment is part of a broader push to revitalize Stockton Boulevard and relies on a patchwork of public and private funding, reporting from the Sacramento Bee shows. The project received SACOG’s Green Means Go funds, a Prohousing Incentive Pilot loan and other local subsidies that helped close construction financing gaps. SACOG has noted that its investments are also intended to support corridor infrastructure and plans for a senior housing phase. City records and related resolutions show that SHRA and Mutual Housing assembled the four underlying parcels through a disposition and development agreement and seller carryback loan documents.
Phase two and the broader plan
Local and state leaders say Phase II is expected to add roughly 70 senior units on the site, using modular, factory built construction to speed delivery and reduce costs, according to reporting by CapRadio. City and regional officials have promoted the San Juan project as a model for infill affordable housing along transit rich commercial corridors. At the same time, developers and housing advocates caution that similar projects will likely require multiple layers of subsidy and continued creative financing to scale up.
