
What started as a welfare check request out of West Virginia turned into a harrowing roadside discovery in Fayette County on Monday, when an 8-year-old girl who authorities say drank bleach at a campground was found unresponsive and restrained in the backseat of a car along Route 51. She was rushed to local hospitals and remains on life support, while a Dawson woman has been arrested in connection with the case.
Pennsylvania State Police say Preston County emergency personnel in West Virginia asked troopers to help locate the vehicle for a welfare check. After canvassing Route 51, they found the car and, according to a criminal complaint, discovered the child "unresponsive, bound by multiple seatbelts, and actively seizing." Investigators reported finding a dog leash that may have been used as a restraint, extensive bruising, and lotion that appeared to have been applied to cover marks. The girl's caregiver, identified as 60-year-old Lisa Miller of Dawson, was taken into custody and charged with endangering the welfare of children. State police say the reported bleach ingestion took place at Big Bear Lake Camplands in Bruceton Mills, Preston County. The campground lists its address as 450 Big Bear Lake Road in Bruceton Mills, West Virginia, according to Campspot.
Brother's Account And Trooper's Warning
Fayette County District Attorney Mike Aubele told investigators that the girl's 15-year-old brother, who was sitting in the front passenger seat, described a deeply disturbing scene. According to the complaint, he said his sister vomited blood, was unconscious, and was covered in bruises that he said were caused when Miller struck her. The boy told authorities he begged Miller to take the child to a hospital, but the complaint says Miller replied that she would instead take the girl home to "lock her up."
"We are extremely grateful for the family that made the phone call to 911 because this outcome could have been a lot different if Lisa Miller made it home and did not get stopped," Trooper Kaylee Barnhart said, as reported by CBS Pittsburgh.
Where The Girl Is Being Treated
The child was first taken to Uniontown Hospital, then transferred to J.W. Ruby Memorial Hospital in Morgantown for more advanced care. Ruby Memorial is the flagship hospital of WVU Medicine and provides regional pediatric critical care, according to WVU Medicine.
Charges, State Law And What Comes Next
Miller currently faces a charge of endangering the welfare of children. Under Pennsylvania law (18 Pa.C.S. § 4304), that offense can be graded as a misdemeanor or a felony depending on whether the conduct created a substantial risk of death or serious bodily injury. The statute also directs courts to consider counseling for those convicted, and prosecutors say investigative work continues in West Virginia and that charges may be upgraded as the inquiry moves forward.
