K9 Airlift Rescue volunteer Lynne Jennings told FOX 26 Houston, “I think some mentally ill person is capturing people's pets, cats and dogs, throwing them off the bridge or taking them in boats.” Meo's owner said she does not believe the older cat could have made the trip on her own, and volunteers say the condition of some of the cats points to deliberate dumping rather than random straying.
