Two separate overdose deaths in Duval County have now led to manslaughter arrests, according to the Jacksonville Sheriff’s Office, which says both cases grew out of lengthy narcotics and overdose investigations. On July 24, officers arrested a Jacksonville man and an Orange Park woman on warrants accusing each of manslaughter and related drug offenses. Prosecutors are now reviewing both cases while the defendants wait to learn what formal charges, if any, will be filed.
In the first case, 48-year-old John Thomas Michael II was taken into custody on July 24 on a local arrest warrant tied to the March 27, 2024 death of a man found in his bedroom on Commonwealth Avenue. The District IV Medical Examiner initially ruled the death an accident caused by acute combined drug intoxication, then later told investigators that fentanyl was “a substantial factor” in the man’s death. Investigators say a forensic download of the victim’s phone showed numerous calls and texts with a contact linked to Michael II and that his address sits directly in front of the victim’s residence, as reported by News4JAX.
JSO’s Homeland Security Division Narcotics Overdose Death Investigation Task Force led the probe into the 2024 case and handles similar investigations across the region. The task force and its place inside JSO’s narcotics and major case structure are outlined in the Jacksonville Sheriff’s Office annual report.
According to the arrest report, Michael II faces four felony counts: manslaughter (bond set at $700,003), sale or delivery of fentanyl ($50,003), solicitation to commit ($25,003) and unlawful use of a two-way communications device ($25,003). He is being held at the Duval County jail on a combined bond of more than $800,000 while the investigation continues.
Orange Park Suspect Accused In March Methadone Overdose
In a separate case, 38-year-old Whitney Lynn Wilhite of Orange Park was arrested on July 24 on manslaughter and drug-related charges after a man was found unresponsive on March 22, 2026 at a home on Margolyn Court. Investigators say Jacksonville Fire and Rescue pronounced the victim dead at the scene and later found a bottle of methadone inside an open Amazon package on the victim’s nightstand. A forensic download of the victim’s phone showed text messages with a contact saved as “Whitney White IOP,” and investigators say cell-site location data and the content of those messages supported their conclusion that Wilhite sold the methadone that led to the overdose, according to News4JAX.
Law And Next Steps
Florida law now includes a statute that addresses distribution resulting in overdose. Under section 893.131, as described by the Florida Senate, unlawfully distributing fentanyl or certain derivatives that is shown to be a “substantial factor” in an overdose or serious bodily injury can be charged as a felony, with repeat offenses carrying stiffer penalties. Prosecutors will weigh medical-examiner findings, digital forensics and other evidence as they decide whether to file formal charges, and the defendants are presumed innocent until proven guilty.
The arrests are the latest step in JSO’s effort to hold people who traffic deadly drugs accountable and to reduce overdose deaths in the region. The Duval County State Attorney’s Office will determine formal charges and pursue the cases in court.
