The city has put out a call for an operator to run a beer garden that includes an indoor restaurant space and outdoor patio, built around family-friendly, brew‑pub style lunch and dinner service. City officials are pitching the spot as a key piece of activating the Northbank riverfront and tying visitors into the park’s menu of new amenities.

The city’s informal RFP, Solicitation #18046-26, sets a mandatory pre-bid conference for Tuesday, July 27 and a submission deadline of Aug. 13, 2026 at 4 p.m., according to GovTribe. Proposals must go through the city’s e-procurement system and will be evaluated using a multi-attribute scoring process.
The winning bidder would be responsible for interior build-out, pulling all needed permits, and covering startup costs for roughly 5,171 square feet of combined restaurant and patio space, per GovTribe.
Park Plans and Context
Phase 2 of Riverfront Plaza is described as an east-end expansion that will bring a rain garden, a water feature, civic stairs and a bike-and-pedestrian connection to the Main Street Bridge, building on Phase 1’s playground and event lawn, according to JaxParks.

Bidders must show multiple years of experience in the food-and-beverage world, provide recent financial statements and references, and be prepared to bankroll interior finishes, equipment and day-to-day maintenance themselves, per GovTribe.

This latest RFP drops as the city pursues several riverfront dining and activation plays. The Downtown Investment Authority recently named European Street Cafe as the operator for a separate city-owned dining space at Riverfront Plaza.
