Liberty Hill has lined up a new power player for its long-planned downtown facelift, bringing in Griffin Swinerton to help guide the next big chapter of the town core. City officials say the team will handle early planning and delivery work, with the goal of starting construction on new downtown pieces in 2028.
How the city picked a partner
This spring, the city went to the market with a request for qualifications for an owner’s representative to handle market analysis, infrastructure planning, developer outreach and construction oversight. Liberty Hill selected Griffin Swinerton through that RFQ process, according to the Austin Business Journal.
The RFQ, posted in March, laid out a three-phase approach that runs from project management and public engagement into design and construction management. That framework now defines the scope for the winning team, per GovTribe.
Developer brings regional public-private experience
Griffin Swinerton is a joint venture pairing Griffin Structures with Swinerton Builders, and it is not new to public-private work in Central Texas. Liberty Hill’s downtown effort has long focused on keeping the small-town Main Street feel while upgrading the basics: utilities, parking and public spaces that can support more business activity and a more walkable core.
