The confusion intensified after two crashes on Thursday along the same stretch. WAVE News reported that a two-vehicle crash near 8th Street overturned one car and caused minor injuries, while a TARC bus and another vehicle collided near 4th and Broadway. Investigators have not confirmed whether either crash was connected to the new medians, though one nearby resident said the structures looked like an “accident waiting to happen.”

KYTC Says The Medians Are Part Of A Safety Project

The concrete work is part of the Kentucky Transportation Cabinet’s US 150 Broadway Improvement Project, an HSIP-funded effort covering Broadway between 9th Street and Baxter Avenue. According to KYTC’s project page, the work also includes repaving, new pavement markings, updated signs and traffic-signal modifications.

The project is scheduled to unfold through the rest of the summer and fall, with paving and concrete construction expected to wrap up in late summer. For now, some of the medians remain surrounded by cones and open construction areas, making the final traffic pattern harder to read than it may be once the striping and signs are complete.

The Design Moves Cars Left Before Right Turns

In several locations, the new structures occupy portions of the outside lane near intersections, an area that drivers have long used for informal parking. That means motorists approaching a right turn may have to move left first, a maneuver WAVE News described as a source of driver confusion.

KYTC’s published plan sheets show raised islands, painted channelization and turn-lane treatments at intersection approaches rather than one continuous median down the center of Broadway. The layouts suggest the goal is to separate turning traffic from through traffic and make movements more predictable, although the agency has not publicly explained each median’s specific function.

Why The Strategy Can Work And Still Feel Jarring

The Federal Highway Administration says dedicated left- and right-turn lanes can separate slowing or stopped vehicles from through traffic and reduce certain turning and rear-end crash risks. According to the Federal Highway Administration's Older Driver Highway Design Handbook, studies cited in the handbook found crash reductions of 60%, 65% and 70% in rural, suburban and urban areas, respectively, when raised channelization devices were used. The Federal Highway Administration's Signalized Intersections Informational Guide says exclusive turn lanes, channelized right turns and raised medians can help separate vehicles as part of an access-control strategy. That safety logic is straightforward on a drawing, but the real-world test on Broadway will be whether drivers can understand the new lane shifts quickly enough, especially at night, during congestion or alongside buses.

This project is also separate from Louisville Metro’s larger Broadway All the Way redesign effort, which envisions a broader multimodal transformation of the corridor. KYTC warns that additional traffic control may remain in place after its project is finished because of overlap with the ongoing I-65 bridge work, meaning Broadway motorists may be navigating a changing road for a while longer.

For residents and commuters, the immediate demand is less mysterious infrastructure and more visible guidance: clear lane markings, advance signs and a finished layout that explains itself before a driver reaches the concrete. Until that happens, Broadway’s new safety features are likely to keep generating as many questions as they are supposed to prevent crashes.
