
A 46-story apartment tower is back in motion on Los Angeles’ Miracle Mile, where a newly released environmental report outlines plans for 419 homes alongside the new D Line subway. The proposal would add a 530-foot skyline heavyweight while preserving a vintage Wilshire Boulevard storefront that has landmark status.
Los Angeles City Planning identifies the Wilshire and Cloverdale Project under case number ENV-2022-7530-EIR. The development site spans 5350-5376 Wilshire Boulevard, 706-716 Cloverdale Avenue and 721-725 Detroit Street in the Wilshire Community Plan Area.
After roughly three years of quiet, plans from Onni Group are moving forward again, Urbanize LA reported. The proposed tower would contain 419 one- and two-bedroom apartments, 2,645 square feet of ground-floor restaurant space and parking for 443 vehicles on the approximately 1.4-acre site.
A tall tower with an old-school Wilshire holdover
The project would reserve 47 apartments for extremely low-income households while using Los Angeles’ Transit Oriented Communities incentives to support a larger and denser building. According to the City Planning initial study, the plan would retain about 42,092 square feet of existing commercial space and remove roughly 6,137 square feet.
That preservation piece is unusually prominent for a project this large. The retained frontage includes the Dark Room building, whose storefront façade is Los Angeles Historic-Cultural Monument No. 451, while the proposed design draws on the Art Deco language of the surrounding Miracle Mile streetscape.
The subway connection is now real, not merely future tense
The tower’s transit pitch has also changed since the project was first conceived. The Los Angeles County Metropolitan Transportation Authority says the first section of the D Line extension opened May 8, adding stations at Wilshire/La Brea, Wilshire/Fairfax and Wilshire/La Cienega.
That puts the Onni proposal in a neighborhood where high-rise housing is arriving alongside actual rail service, rather than a promised station still buried under Wilshire. Plans call for a fitness center, sky lounge, pool deck and five penthouses on the top floor, with construction expected to take about three years after groundbreaking, according to Urbanize LA.
Onni is making a much bigger Miracle Mile bet
The 5350 Wilshire project is not the developer’s only major play along the boulevard. Hoodline reported in May that Onni had filed plans for twin 67-story residential towers at the Wilshire Courtyard property several blocks west.
For the Wilshire and Cloverdale site, the draft EIR is a significant procedural step but not a construction green light. The proposal still must proceed through environmental review and the city’s entitlement process, with the official planning record remaining the place to track future documents, hearings and decisions.
