A Mount Vernon police officer shot an armed man during a standoff at an apartment Thursday night, after authorities said the encounter began with a mental health commitment order. The man was taken to a local hospital, where he was still receiving treatment Friday, while state investigators reviewed the shooting.
Members of the Mount Vernon Police Department’s Emergency Services Unit responded just before 10 p.m. Thursday near Columbus Avenue and East Fourth Avenue, according to CBS New York. Police said the man refused to comply with the court order and was armed when officers arrived.
Officers first tried non-lethal methods to take him into custody, but he barricaded himself inside the apartment. Hostage negotiators and mental health experts attempted to de-escalate the situation, while police said the man threatened to harm himself and officers.
After what police described as exhausted negotiation efforts, officers obtained a warrant to enter the apartment. Once inside, ESU personnel again tried non-lethal force before shooting the man when he continued to pose a threat, CBS New York reported.
State Police Review Begins As Department Faces Past Scrutiny
The New York State Police is investigating the officer-involved shooting, a step CBS New York described as standard protocol. No conclusion about whether the shooting was justified has been announced, and the public account remains based largely on statements from Mount Vernon officials.
The case comes as the department remains under a broader reform spotlight. In 2024, the U.S. Department of Justice said its investigation found a pattern or practice of constitutional violations by the Mount Vernon Police Department, including concerns about excessive force, arrests and searches; those findings predated Thursday’s shooting and do not establish what happened inside the apartment.
A separate case also involved the department’s response to a person experiencing a mental health crisis. Former Mount Vernon police Sgt. Mario Stewart was sentenced in 2025 after pleading guilty to using excessive force during a 2019 response, as detailed in a prior Hoodline report.
The man’s condition beyond his hospitalization was not disclosed. Further details about the encounter, including the sequence of force used inside the apartment, will depend on the ongoing state investigation.
