Post Brothers is taking another swing at its Northern Liberties footprint, filing revised plans to swap out its Hancock Street offices for a 241-unit apartment tower at 1021 N. Hancock Street. The project would plug yet another big block of housing into the developer's Piazza empire along the riverfront, and it is now officially on the city-review clock.
According to the Philadelphia Business Journal, the latest filing calls for 241 apartments and includes a new rendering credited to Harman Deutsch Ohler Architecture. CEO Michael Pestronk described the Hancock project as "one of the final pieces" in the broader Piazza portfolio, a comment the outlet reported based on documents now under city review.
Where the plan sits in the review process
The Hancock amendment is slated for the Philadelphia City Planning Commission's Civic Design Review agenda on Aug. 4, 2026, according to the Philadelphia City Planning Commission's public-meetings page. At that session, the design team will walk through updated plans and hear nonbinding feedback from staff and the CDR committee.
CDR does not issue permits, but it typically helps sort out unresolved design questions and public-realm details. After the Civic Design Review discussion, the proposal is expected to head back to the Department of Licenses & Inspections, where formal permitting decisions will be made.
From Mercato to a smaller proposal
Post Brothers has had its eye on this Hancock Street block for years. An earlier concept, designed by DIGSAU and dubbed "Mercato," envisioned roughly 280 units and went through city design review in 2020, coverage of which was documented by Philadelphia YIMBY. City permit records back that up, including a 2020 L&I application (CP-2020-003413) that listed a 280-unit new-construction permit for the site.
Those older filings show how the program has been scaled down and reshaped as the Piazza master plan has evolved, with the current 241-unit iteration now queued up for a fresh review.
What neighbors can expect
If it secures approvals, the Hancock building would add to the more-than-1,000 units Post Brothers has built or planned in and around the Piazza, a rollout that has been backed by new financing and active construction. Phase II financing for Piazza Alta was reported recently, underscoring how the company is still expanding the complex and the nearby retail corridors, according to Construction Co. News.
Details on ground-floor retail space, parking plans, and any affordable-housing commitments are expected to be worked through during Civic Design Review and clarified in subsequent filings with Licenses & Inspections.
The Hancock amendment is scheduled for discussion at the Aug. 4 CDR meeting, where the public packet should include updated renderings and site plans for scrutiny. City staff and the developer are slated to outline next steps at that session, and permits plus inspection records will be posted to L&I's public portal as the project moves forward in the review process.
